[#PETALSSTUD-117] POM files can be empty if the POM templates do not exist - Petals Link JIRA

Description:
1. Activate the customized POM preferences.
2. Delete the SU and SA POM templates.
3. Create a SA or a SU project. The POM is empty.
If these default one are not found, then the default built-in POM should be used.
