Not a good idea in fact.
The POM could be made lighter, but developers would miss a simple way to define their developement environment. This is what target platforms are about, and Tycho does not provide any means to make this task easy. So, it is better to stick with an explicit target platform that is shared by both Eclipse and Maven.
