I tried to remove all the modules from configuration (axis2.xml) and SU and they are still available in the axis2 context.
This is because the axis2 modules are loaded from path (MAR files are available in the component) and injected at the context level -> They are always active!

Add only the handlers of the engaged module for each phase.
