The BPEL export wizard allows to generate a set of Petals projects from a BPEL process located in the workspace.
Instead, it should be changed into an import wizard that does the same thing except that it can have any file in input (instead of something located exclusively in the workspace).

=> File > Import > Petals > BPEL as Petals Projects
