It seems to be due to a difference between the declared XML encoding and the effective file encoding.
It depends on the parser.

Commit # 1825

Try to get the the string content as UTF-8 encoded bytes.
The encoding for the template builders was changed to UTF-8 (without BOM).

To be tested by the reporters.
